Definition - Vacancy. A vacancy shall be defined as any position, either newly created or a present position, to be filled. A temporary vacancy shall be defined as any position to which a Bargaining Unit Member has a claim that will be vacated for a period of time in excess of ten (10) consecutive working days, or a position created for a known duration or the duration of a special project or task.
