UPDATE GUIDING PRINCIPLES FOR WATER RATES Consultant will work with the City’s project team to identify key principles to guide development of the water rates. Consultant will use these guiding principles to compare rate alternatives to help identify the best options for consideration. Some potential guiding principles may include, but are not limited to, developing rates that are: ▪ Fair and equitable to all customer classes ▪ Tailored to each customer class ▪ Generate adequate revenues ▪ Promote conservation to support the City’s water conservation goals ▪ Easy and cost-effective to implement and administer ▪ Compatible with City’s utility billing system ▪ Understandable to ratepayers and convey a conservation message ▪ Flexible and can easily be adjusted in future years as needed to help the achieve different levels of water supply cutbacks while maintaining financial stability Task 4 Deliverables Include: ▪ List of updated guiding principles for water rates
