DESCRIPTION OF THE FILING PARTIES. COMMUNICATIONS The ISO is the private, non-profit entity that serves as the regional transmission organization (“RTO”) for New England. The ISO operates the New England bulk power system and administers New England’s organized wholesale electricity market pursuant to the ISO Tariff and operating agreements with transmission owners. In its capacity as an RTO, the ISO has the responsibility to protect the short-term reliability of the New England Control Area and to operate the system according to reliability standards established by the Northeast Power Coordinating Council (“NPCC”) and the North American Electric Reliability Corporation (“NERC”). GMP is a small vertically-integrated electric utility that is engaged primarily in the distribution and sale of electricity to retail and wholesale electric service customers in Vermont. GMP serves approximately 260,000 customer accounts. GMP is a participant in the New England electricity markets administered by the ISO. GMP is also a transmission provider in New England that offers non-discriminatory transmission service pursuant to Schedule 21-GMP of the ISO Tariff. GMP is a direct, wholly-owned subsidiary of Northern New England Energy Corporation (“NNEEC”), and an indirect subsidiary of Gaz Métro Limited Partnership.   • Preliminary Matters On February 28, 2002, Illinois Bell Telephone Company (“Ameritech Illinois”) filed its request for approval of the first amendment to an Agreement that became effective December 22, 2000, (“the Amendment”) between Ameritech Illinois and Access One, Inc. (“ACCESS”) under Section 252(a)(1) of the Telecommunications Act of 1996, Pub. L. No. 104-104, 110 Stat 56 (1996) (to be codified at 47 U.S.C. 151, et seq.) (“the Act”). The Amendment was submitted with the request. A Statement in support of the request was filed along with a verification sworn to by Xxxx Xxxxxx, a Director Negotiator for Ameritech Services Inc./Illinois Bell Telephone Company Industry Markets, stating that the facts contained in the request for approval are true and correct. Pursuant to notice as required by law and the rules and regulations by the Commission, this matter came on for hearings by a duly authorized Administrative Law Judge of the Commission at its offices in Chicago, Illinois on April 2, 2002. Staff filed the Verified Statement of Xxxxx Xxxxxxxxx of the Commission’s Telecommunications Division, which was admitted into evidence.
