Earned Leave. (1) When the employment of an employee who has been granted more vacation, sick leave or special leave with pay than he has earned dies the employee shall be considered to have earned that amount of leave with pay granted to him. (2) When the employment of an employee who has been granted more vacation, sick leave or Special leave with pay than he has earned is laid off, the employee shall be considered to have earned that amount of leave with pay granted to him.
