Evaluation Factors and Subfactors. (1) Award will be made to the offeror whose proposal is determined to represent the overall best value to the Government using a best value tradeoff evaluation process. The following evaluation factors and subfactors will be used to evaluate each proposal, and allow the Government to assess the offeror’s ability to perform the contract.
Evaluation Factors and Subfactors. Proposals will be evaluated with regard to how they meet the technical evaluation factor and cost/price factor. After receipt of proposals, the Government will first evaluate the lowest priced proposal. If the lowest priced proposal is technically acceptable and is properly awardable, award will be made and no further evaluations will be conducted. If the lowest priced proposal is not technically acceptable, and otherwise non-awardable, the Government will continue with evaluations. The Technical subfactors will be evaluated and rated either Acceptable or Unacceptable. In order for a proposal to be rated overall Technically Acceptable, each of the following subfactors must be rated Acceptable.
