Exit Strategy Guidance. The Contractor shall develop an exit strategy for all Table 1 sites where a remedy is planned or in place. Initial Exit Strategy development is required at the point of remedy selection for all Table 1 sites and must be maintained until the end of the project life. For sites where a remedy is already in place include a new or updated exit strategy in the work planning documents. An exit strategy for a site is the detailed plan for achieving the RAOs that have been selected as the end points. Stated another way, the RAOs are the overall goals that must be met for the site to either achieve RC or be approved for SC or planned land use. An exit strategy represents a formalized process for taking the site from its current state to its best long-term use or to closure (independent of duration). The strategy represents a plan to actively manage the site and make decisions at various points that will best tailor remedial and monitoring efforts to achieve the RAOs in the most efficient and effective manner. The strategy is best developed with consideration of stakeholder and regulatory agency concerns, resource constraints, and technical realities; it also includes well-defined means to measure and track progress.
