Filling Permanent Vacancies. Permanent vacancies shall be filled by the most senior qualified applicant who, in the opinion of the Director of Transportation, is qualified and capable of adequately performing the assignment. An employee shall be deemed to be “qualified and capable of adequately performing the assignment” for an assignment in the same classification as the employee’s current assignment. [Example: A driver will be deemed to be qualified and capable of adequately performing the assignment for all driving positions.] In addition, the provisions of Article 15.05 shall apply when filling any permanent vacancies in noon runs.
