Goals of the Inititiatives. The Parties aknowledge that the primary long term goal of The Initiatives is to improve the involved fisheries in an effort to move them towards effective ecosystem based management, to conduct this effort following the guidelines,policies and recommendations of the Western Central Pacific Fisheries Conference (WCPFC) and the Vietnam Ministry of Agriculture and Rural Development (MARD), Department of Capture Fisheries and Resource Management (DECAFREP) and to direct these efforts towards the ultimate goal of certification of the fisheries as sustainable by the Marine Stewardship Council (MSC). The goal of Initiative One for the term of the MOU is to help reduce sea turtle mortality and reduce by-catch impacts on other species of concern, in the Vietnam longline fishery by encouraging vessel owners and captains to switch from their traditional J hooks to Circle hooks, and to concurrently improve the information base and monitoring systems related to this fishery in terms of bycatch impacts. The goal of initiative Two for the term of the MOU is to begin the process of charting the fishing grounds of the high seas bottomfish handline fishery and to begin collecting catch data from the fishery.
