Step One. a) Within fifteen (15) working days of the disputed action or inaction, or the date the Employee is made aware of the action or inaction, whichever is later, the aggrieved Employee, Union Representative, or Xxxxxxx, may submit a grievance in writing to the Employee's first level Supervisor outside of the bargaining unit.
