A grievance is defined as any dispute between the persons bound by this Agreement concerning the dismissal or discipline of any Employee, or the interpretation, application, operation or alleged violation of this Agreement or any provision of the Deal Memo as specified in ARTICLE 13.3, including any question as to whether a matter is arbitrable.
