IDLC Hybrid Loops. Notwithstanding any other provision of the Amended Agreement (but subject to and without limiting Section 2 above and Section 4.4 below), if RNK requests, in order to provide narrowband services, unbundling of a 2 wire or 4 wire Loop currently provisioned via Integrated Digital Loop Carrier (over a Hybrid Loop), Verizon shall, in accordance with 47 C.F.R. § 51.319(a) and the Arbitration Orders, provide RNK unbundled access to a Loop capable of voice-grade service to the end user customer served by the Hybrid Loop.
3.2.4.1 Verizon will endeavor to provide RNK with an existing copper Loop or a Loop served by existing Universal Digital Loop Carrier (“UDLC”). Standard recurring and non-recurring Loop charges will apply.
3.2.4.2 If neither a copper Loop nor a Loop served by UDLC is available, then Verizon shall offer to provision a Loop by constructing the necessary copper Loop or UDLC facilities or such other technically feasible option, such as any technically feasible option identified in note 855 of the TRO, that Verizon in its sole discretion may determine to offer. If Verizon, in its sole discretion, offers to provision a Loop by constructing the necessary copper Loop or UDLC facilities, then Verizon shall construct such copper Loop or UDLC facilities upon request of RNK. In addition to the rates and charges payable in connection with any unbundled Loop so provisioned by Verizon, RNK shall be responsible for the following charges, which shall be determined on a case-by-case basis and shall apply even if such charges are not provided for in the Pricing Attachment to this Amendment, only if RNK requests the construction of a copper Loop or UDLC facilities when Verizon has proposed to provide a different less costly method of technically feasible access: (a) an engineering query charge for preparation of a price quote; (b) upon RNK’s submission of a firm construction order, an engineering work order nonrecurring charge; and (c) construction charges, as set forth in the price quote. If the order is cancelled by RNK after construction work has started, RNK shall be responsible for cancellation charges and a pro-rated charge for construction work performed prior to the cancellation.
3.2.4.3 Verizon may exclude its performance in connection with providing unbundled Loops pursuant to this Section 3.2.4 from standard provisioning intervals and performance measures and remedies, if any, contained in the Amended Agreement or elsewhere, until such time as a legally e...

Notwithstanding any other provision of the Amended Agreement (but subject to and without limiting Section 2 above) or any Verizon Tariff or SGAT, if NetCarrier requests, in order to provide narrowband services, unbundling of a 2 wire analog or 4 wire analog Loop currently provisioned via Integrated Digital Loop Carrier (over a Hybrid Loop), Verizon shall, as and to the extent required by 47 U.S.C. § 251(c)(3) and 47 C.F.R. Part 51, provide NetCarrier unbundled access to a Loop capable of voice-grade service to the end user customer served by the Hybrid Loop.
3.2.4.1 Verizon will endeavor to provide NetCarrier with an existing copper Loop or a Loop served by existing Universal Digital Loop Carrier (“UDLC”). Standard recurring and non-recurring Loop charges will apply. In addition, a non-recurring charge will apply whenever a line and station transfer is performed.
3.2.4.2 If neither a copper Loop nor a Loop served by UDLC is available, Verizon shall, upon request of NetCarrier, construct the necessary copper Loop or UDLC facilities. IDLC Hybrid Loops. Notwithstanding any other provision of the Amended Agreement (but subject to and without limiting Section 2 above or any Verizon tariff, if Supra requests, in order to provide narrowband services, unbundling of a 2 wire analog or 4 wire analog Loop currently provisioned via Integrated Digital Loop Carrier (over a Hybrid Loop), Verizon shall, in accordance with the Federal Unbundling Rules, provide Supra unbundled access to a Loop capable of voice-grade service to the end user customer served by the Hybrid Loop.
3.2.4.1 Verizon will endeavor to provide Supra with an existing copper Loop or a Loop served by existing Universal Digital Loop Carrier (“UDLC”), where either is available. Standard recurring and non-recurring Loop charges will apply.
3.2.4.2 If neither a copper Loop nor a Loop served by UDLC is available, then Verizon must present to Supra a technically feasible alternative method of unbundled access, such as any technically feasible option identified in note 855 of the TRO; provided, however, that such method shall not be restricted to new construction of copper loop facilities and UDLC systems.
3.2.4.3 Verizon may exclude its performance in connection with providing unbundled Loops pursuant to this Section 3.2.4 from standard provisioning intervals and performance measures and remedies, if any, contained in the Amended Agreement or elsewhere unless and until such time as the Commission, in Docket No. 000121C-TP, adopts standard provisioning intervals and/or performance measures and remedies for Verizon’s provisioning of such Loops, at which time such new intervals, performance measures, and/or remedies shall apply to the extent and for so long as they remain effective.
IDLC Hybrid Loops. Notwithstanding any other provision of the Agreement, Section 3.3.5 above, or any Verizon tariff or SGAT, as of the Amendment Effective Date, if CLEC requests, in order to provide narrowband services, unbundling of a 2 wire analog or 4 wire analog Loop currently provisioned via Integrated Digital Loop Carrier (over a Hybrid Loop)(“IDLC”), Verizon shall, unless precluded by 47 U.S.C. Section 251(c)(3), 47 C.F.R. Part 51, or other Applicable Law, provide CLEC unbundled access to a transmission path over Hybrid Loops served by IDLC systems, which shall be either through a spare copper facility or through the availability of Universal DLC systems. If neither of the aforementioned options is available, Verizon shall provide CLEC a technically feasible method of unbundled access. If CLEC specifies an unbundled copper loop in its order, Verizon shall provide an unbundled copper loop, using Routine Network Modifications as necessary, unless no such facility can be made available via Routine Network Modifications.
IDLC Hybrid Loops. If CLEC requests, in order to provide narrowband services, unbundling of a 2 wire analog or 4 wire analog Loop currently provisioned via Integrated Digital Loop Carrier (over a Hybrid Loop), SBC Illinois shall provide CLEC unbundled access to a transmission path over hybrid loops served by IDLC systems. In most cases this will be either through a spare copper facility or through the availability of Universal DLC systems. If neither of the aforementioned options is available, SBC Illinois must present CLEC a technically feasible method of unbundled access.
IDLC Hybrid Loops. Where a CLEC requests an unbundled loop to a premises to which SBC has deployed an IDLC Hybrid Loop, SBC can only charge the CLEC the least cost technically feasible method of unbundled access. SBC may not impose special construction or other non-standard charges (which does not include routine network modification charges permitted under Section

Part 51, provide ***CLEC Acronym TXT*** unbundled access to a Loop capable of voice-grade service to the end user customer served by the Hybrid Loop.
3.1.4.1 Verizon will endeavor to provide ***CLEC Acronym TXT*** with (i) an existing copper Loop; or (ii) a Loop served by existing Universal Digital Loop Carrier (“UDLC”), where available; or (iii) an unbundled TDM channel on the Hybrid Loop. Standard recurring and non-recurring Loop charges will apply. In addition, a non-recurring charge will apply whenever a line and station transfer is performed.

Part 51, provide VZA unbundled access to a Loop capable of voice-grade service to the end user customer served by the Hybrid Loop.
