Issues and Constraints. A. ARCHITECTURE CONSIDERATIONS In an effort to blend in the OCS support elements within the bus plaza, the architects, in working with its building structural engineers, will provide architecturally designed structural OCS supports at selected building columns to allow OCS span wire attachments. These will be in lieu of typical eyebolts used for building columns. Within the building’s center low ceiling area, vertical fixed supports will be used to support the OCS rather than guy wires. In addition, trolley poles will be combined with streetlight and traffic signals to reduce the number of poles where possible. Span wires, guy wires, and other hardware will be configured to reduce visual impact where feasible.
Issues and Constraints. 4. Much of the country is arid and local towns and district cities rely on inter-regional trunk mains (IRTMs) for their water supply. The IRTMs are administered by UCSA and operated by the IRTM agencies, while the cities and district towns water supply and distribution systems are operated by the rayon WSS utilities (vodokanals). The water distribution systems, sewerage networks and XXXXx inherited from the former Soviet Union are now almost 20 years older and in poor physical condition and beset with chronic inefficiencies. Piped networks were constructed using low quality materials, such as mild steel, common in the former Soviet Union. Water and wastewater collection systems, and treatment plants, were designed and built to standards in the 1960’s and lack modern specifications and high efficiencies. Administratively, the vodokanals have not yet modernized their operations nor adopted a business attitude to providing their services, Most of the smaller vodokanals are bankrupt, and as a result water and wastewater services have become unreliable and will continue to deteriorate unless major interventions are carried out.
Issues and Constraints. 3. The core issues for Colombo’s water supply and sanitation are that infrastructure and services are inadequate. Both water supply and wastewater facilities have exceeded their technical life, and are therefore inefficient and unreliable. NWSDB continues to face difficult challenges in Greater Colombo with respect to continuously increasing water demand and very high NRW. On sanitation, the government acknowledges that the subsector has been neglected: of the total investment in the water and sanitation sector during last 2 decades, less than 5% was spent on sanitation. The inadequate sewerage infrastructure and service delivery in Colombo also stems from an inadequate institutional framework and weak capacity of service providers. Although now resolved, for a long time, there was lack of clarity concerning the role of the two key institutions involved in wastewater management, NWSDB and CMC, and ambiguity about their ownership of assets.8 Assets are in the process of being inventoried and accurate database on their condition is being established. Customer databases are not regularly updated. There is no institutionalized mechanism for monitoring operational performance or environmental compliance. The CMC lacks adequate capacity to efficiently manage the wastewater services. Similarly, NWSDB’s Western Central Regional Support Center (RSC-WC), in charge of Greater Colombo, needs more autonomy and capacity development to improve its operational, capital planning, commercial, and financial functions.

In the event a change in a law, rule, regulation or interpretation thereof would materially change this Agreement, the terms of Section 2.2 shall prevail over the terms of this Section 2.1. In the case of any material change, any reference in this Agreement to such law, rule, regulation or interpretation thereof will be to such law, rule, regulation or interpretation thereof in effect immediately prior to such change until the processes set forth in Section 2.2 are implemented. The existing configuration of either Party's network may not be in compliance with the latest release of technical references, technical publications, or publications of Telecommunications industry administrative or technical standards.

  • Phased Construction The Construction Manager shall provide recommendations with regard to accelerated or fast-track scheduling, procurement, or phased construction. The Construction Manager shall take into consideration cost reductions, cost information, constructability, provisions for temporary facilities and procurement and construction scheduling issues.

  • SUPERVISION AND CONSTRUCTION PROCEDURES 4.3.1 The Contractor shall supervise and direct the Work, using his / her best skill and attention. The Contractor shall be solely responsible for all construction means, methods, techniques, sequences and procedures and for coordinating all portions of the Work under the Contract. All aspects of the Project shall be subject to the inspection and approval of the State. Contractor guarantees to repair, replace, re-execute or otherwise correct any defect in workmanship, materials, or the like that fails to conform to the requirements of this Contract or that appears during the progress of the Work or within one year of final acceptance by the State.

  • ADDITIONAL CONSTRUCTIONS The Promoter undertakes that it has no right to make additions or to put up additional structure(s) anywhere in the Project after the building plan has been approved by the competent authority(ies) except for as provided in the Act.
