Late Reporting Procedure. In the absence of a reasonable excuse as determined by the Appointing Authority or his/her designee, the failure of any employee to report to or cause himself to be reported late or off duty in any City operation with two or three shifts at least one (1) hour before his/her scheduled starting time shall constitute and be reported as an absence without leave for all scheduled hours which were not worked. All other employees shall report or cause themselves to be reported late or off duty thirty (30) minutes prior to their regularly scheduled starting time, or at their regularly scheduled starting time, depending upon the reporting procedures established at their work location. Failure to report or to be reported in at the specified time above shall constitute and be reported as an absence without leave for all scheduled hours which were not worked. The above provisions will not apply where it is impossible for the employee to comply due to circumstances beyond the employee's control, provided that the employee will then report or cause himself to be reported at the earliest opportunity followed by an acceptable written explanation of the circumstances that caused him/her not to report as directed.
