Leave of Absence Union Officials. a. Any bargaining unit employee who is a Council or Local union official may request LWOP for up to one (1) year to serve with AFGE, the Council or Local Union. Requests may be approved contingent upon the Activity being able to reasonably provide for the employee’s work being accomplished. Requests for extension of LWOP for more than one (1) year may be granted under the same circumstances. b. Upon return to duty after a period of LWOP, the bargaining unit employee will be trained as deemed necessary by the Employer. The Activity will return the employee to the position which he or she held prior to the leave, or to a similar position at the same grade and pay, provided such a position is available within Activity. If a position does not exist, the employee will be placed in accordance with applicable laws and regulations. c. Requests for annual leave or LWOP by Council or Local Union officials and members elected or designated by the Council/Local Union as delegates to conventions, caucuses, council meetings, district meetings, etc., may be approved or disapproved consistent with the work needs of the Activity.
