Level Four - Formal. A. If the aggrieved person is not satisfied with the disposition at Level Three, he may request that the issue be submitted to arbitration within five (5) working days after receipt of the written notice of the action taken by the Board by filing a notice for arbitration with the Board within the time prescribed herein. Failure to file such appeal within five (5) working days shall be deemed a waiver of the right to appeal.
