A new employee appointed to a position shall be paid the minimum rate of pay for the grade unless the Department Head demonstrates to the Board of Supervisors that it is impracticable to recruit for a position at the minimum rate of pay. The Board may then authorize recruitment and payment above the minimum of the wage scale for such position.
