Promotions and Voluntary Demotions. When an Employee is promoted to a position in a higher grade, he shall be placed on that step of the new grade which is closest to the sum of his former rate plus two average increment steps in the new grade. When an Employee elects a voluntary demotion to a position in a lower grade, he shall be placed on the same increment step in the new grade as he was on in the former grade.

Effective January 1, 2008, when an Employee is promoted to a position in a higher Grade, he shall be placed on that Step of the new Grade which is closest to the sum of his former rate plus two (2) average increments in the new Grade. When an Employee elects a voluntary demotion to a position in a lower grade, he shall be placed on the same increment step in the new grade as he was on in the former grade.
