New School Units. The District and the RTA agree to encourage the establishment of new, smaller school units and schools within schools. A multi-party work group shall be formed to identify issues and incentives, to provide support and access to planning expertise, and to facilitate the process of enabling groups of educators to create more responsible school units. Issues to be addressed may include, but are not limited to, scheduling, staffing (transfers, certification, etc.), length/variation of school day and year, interaction with community agencies, community service activities, relationship to existing School-based Planning procedures, mandate relief, contract and policy waivers, etc.

b. The parties agree to jointly plan and implement a teacher-led school of National Board for Professional Teaching Standards (NBPTS) teachers for demonstration of accomplished practice, for teacher induction and for teacher professional development. The 2011-12 school year shall be for joint planning. The intent of the parties is that the planning committee shall connect this initiative to the mandated transformation and school improvement models.
