Layoff Units. A. A layoff unit is defined as the entity or administrative/organizational unit within the University used for determining the available options for employees who are being laid off.
B. The layoff unit(s) are:
1. All employees covered by this Agreement in bargaining units A, B, and E; and
2. Project employment.

1. Primary layoff unit: all office locations within the same county as the work station of the employee being laid off;
2. Secondary layoff unit: all office locations within seventy-five (75) miles of the work station of the employee being laid off; except that:
a. Offices located in Wenatchee and Yakima shall be considered to be in the same secondary layoff unit;
b. Offices located in Yakima and Kennewick shall be considered to be in the same secondary layoff unit;
c. Offices located in Spokane and Pullman shall be considered to be in the same secondary layoff unit; and
3. Tertiary layoff unit: all office locations statewide.

Layoff Units. A Division/CSEA Layoff Units Committee shall be established to meet and discuss areas of concern regarding layoff units and procedures. Topics of discussion may include, but not be limited to the termination of any temporary employees prior to the layoff of permanent, full-time employees, layoff unit make up, and probationary period requirements for employees rehired after a layoff, and the utilization of the New York State Department of Civil Service Continuity of Employment efforts.
