Observations and Evaluations. 7.01 Any classroom observation or evaluation of a Unit I member will be made in accordance with the following provisions: A. All classroom observations of the teacher shall be conducted openly and with full knowledge of said teacher. Formal classroom observations assessing lesson execution shall be of at least thirty (30) minutes duration or the length of the instructional period, whichever is less. B. Within ten (10) school days following any classroom observation, a conference will be held with the teacher. C. Within a reasonable period of time following any conference relating to a classroom observation held pursuant to Section B above or following or during an evaluation conference, the teacher shall receive a written report. After the teacher has had an opportunity to review and sign the report, a copy will be made a part of the teacher’s personnel file. The teacher’s signature will not necessarily indicate agreement with the evaluation. D. A reasonable spacing between classroom observations of teachers with multi-school or multi-discipline assignments will be attempted by evaluators. E. Following any classroom observation that is rated less than satisfactory, the evaluator will make suggestions for improvement in the area(s) so rated. F. Except in case of emergency, a teacher’s final evaluation for any year will be completed and a conference held no later than June 30 of that school year. In the event a teacher’s evaluation is not completed by that date, said evaluation shall be considered to be satisfactory. G. Teachers will be notified of any formal allegations made against their conduct, character, performance, or personality if said allegations are to be recorded as a part of the teacher’s evaluation. H. Teachers will be told of the areas which will be assessed in a classroom observation or formal evaluation. I. Lesson Plans - The Board and the Association recognize the educational necessity of daily and long-term written plans. Except as required by specific program guidelines, the format for such plans will be determined by the teacher. During any instructional period, the teacher’s performance in the implementation of the lesson should provide observable evidence that the teacher’s plans are adequate. If, during the classroom observation of a teacher, there is a lack of observable evidence of adequate planning, as determined by the observer, the teacher may be required to develop detailed plans in the form requested by the observer for future lessons. Nothing herein shall preclude the use of “clinical” supervision or other such techniques which provide for the review and critique of lesson plans at a pre-arranged time prior to the observation of the teacher’s lesson. J. Evaluation of Unit I members will be completed only by certified administrators and/or supervisors. K. Any changes made to the teacher observation or evaluation model will only happen through the mutual agreement between WCEA and WCBOE.

Within ten (10) school days following any classroom observation, a conference will be held with the teacher. C. After the teacher has had an opportunity to review and sign the report, a copy will be made a part of the teacher’s personnel file. Observations and Evaluations. 7.01 Any 1. An employee who is asked to attend a formal classroom observation post conference or job performance evaluation conference shall have the right to have a representative of his/her own choosing present at the conference. 2. Each formal classroom observation shall be at least 30 minutes in length and include a Unit I face-to-face post conference within seven (7) days after the observation. Any day the teacher or administrator is not present in the school will not count as one of the days. The conference may or may not include a written report by the administrator. The first observation shall be completed no later than December 10, the second observation shall be completed no later than February 1, and the third observation, if it is not completed, shall be completed no later than April 1. 3. The building principal or his/her designee shall have the primary responsibility for conducting the evaluation except for related services such as nurses, speech pathologist, special education , etc. These members shall be evaluated by the supervisor/administrator who is primarily responsible for their program area. With the exception of related service evaluators, all evaluators of the OTES/OCES shall be licensed administrators employed by the Board of Education who have been credentialed through the Ohio Department of Education. 4. Evaluation procedures are intended to provide a member will with fair assessment of the member’s performance. Evaluation procedures are not intended to be made a form of disciplinary action, reprimand or reprisal. However, an evaluation may reflect any discipline which has occurred 5. Evaluation criteria shall pertain only to performance of duties as an employee of the district. 6. The Board may evaluate each teacher who received a rating of Accomplished on the teacher’s most recent evaluation under this section once every three school years so long as the teacher submits a self-directed professional growth plan to the plan administrator that focuses on specific areas identified in accordance with the following provisions: A. All classroom observations and evaluation, and the evaluator determines the teacher is making progress on that plan. The Board may evaluate each teacher who received a rating of Skilled on the teacher’s most recent evaluation conducted under this section once every two school years so long as the teacher and administrator create a jointly developed professional growth plan to the plan administrator that focuses on specific areas identified in the observations and evaluation and the evaluator determines teacher is making progress on that plan. In any year that a teacher is not evaluated as a result of receiving a rating of accomplished or skilled on the teacher’s most recent evaluation, an individual qualified to evaluate a teacher under this section shall conduct at least one observation of the teacher and hold at least one conference with the teacher. The conference shall include a discussion of the teacher’s progress on the teacher’s professional growth plan. 7. A teacher who has submitted a notice of retirement by November 1st will not be evaluated as long as the Board of Education has accepted the retirement by December 1st. 8. If the observation is announced, formal OTES/OCES observations shall be conducted openly preceded by a conference (“Pre-Conference”) between the evaluator and with full knowledge of said teacherthe employee prior to the observation in order to gather evidence not possible to observe for use in the Teacher Evaluation Rubric. 9. Formal classroom observations assessing lesson execution Recommendations(s) in a member’s evaluation is an indicator that the member’s job is at risk. 10. Members shall be of given a face-to-face evaluation conference with each formal written evaluation, and shall have the right to discuss the evaluation with the administrator at least thirty (30) minutes duration or the length that conference. 11. Nothing in this article shall prohibit a member of the instructional period, whichever is less. B.
