OFFSHORE OUTSOURCING. Offshore outsourcing has been a growing trend since the middle of the 1990s. The U.S. companies have pioneered this development by shifting their application development to countries such as India, China, Russia, Eastern Europe and the Philippines (CIO Focus 2003). The original stimulus for offshore outsourcing was the tight domestical labor market in many countries along with the zero-time-to-market demand pressed by Internet economy. Later on the focus has shifted to cost effects because of the tight economic situation. India has a long tradition of being the destination country for offshore activities and it is nowadays undoubtedly a leading subcontractor in global software outsourcing (Heeks et al. 2001). The revenue and export figures are comparable with the ones of the Irish and Israeli software industries (Arora et al. 2001), but the costs still remain at a lower level (Xxxxxxxxxx et al. 2001). According to Xxxxx et al. (2001), successful offshore outsourcing is based on realistic expectation of what can be achieved. The expectation should take into account several factors, such as the level of attrition, the limitations of technological infrastructure and the cultural difference. This conception can be expanded by viewing the distance between the two parties as composed of several dimensions. Ford (1982) distingueshes social, cultural, technological, time and ge ographical distance. Social distance, which means actor’s familiarity with each other’s way of working is closely related to cultural distance, that is difference in norms, values or working methods due to national characteristics. Technological distance means the differences between the companies’ product and process technologies. Time distance refers to the length of period between establishing contract and the actual transfer of product or service. Geographical distance means the physical distance between the companies’ locations. According to Xxxxxxxxxx (1982), domestic suppliers are commonly prefered to foreign. The explanations for this are diverse, including nationalism, convenience, cultural compatibility, and compliance with government pressures. Despite globalisation, distance, borders and place still do matter, as illustrated by American- Indian outsourcing experiences (Heeks et al. 2001).
