Other Association Leave. Members of the bargaining unit shall be entitled to donate accrued but unused vacation time and/or personal leave time to an Association leave bank subject to the conditions set forth in this article. 6.5.1 No more than one thousand (1000) hours may be accrued in the bank. The limitation of one thousand (1000) hours may be exceeded on a case by case basis with mutual agreement. 6.5.2 The time accrued in the bank may be utilized by authorized Association representatives to include all certified officers, bargaining team members, worksite representatives, and other official Association representatives, as paid leave for the purposes of grievance processing and investigation, for conducting training of Association worksite and District (Regional) Representatives, preparation for and travel to management-labor meetings, preparation for collective bargaining and other official Association activities within the scope of the PECBA. The leave specified herein shall supplement the leave provided in this Article. 6.5.3 Such time must be approved in advance by the Association, and shall be in addition to the leave called for by the other provisions of this Article. 6.5.4 The granting of time off used under this section shall be subject to the reasonable operating needs of the Employer.
