Procurement Method (a) National Competitive Bidding, subject to the following additional procedures: (i) the invitation to bid shall be advertised as a minimum in the national press or Official Gazette or a free and open access website; (ii) the arrangements, under the invitation to bid, for joint-ventures (consórcios) of Brazilian and foreign firms shall be approved in advance by the Bank in each case; and (iii) the purchaser shall not, without the Bank's prior approval in respect to all contracts for which prior review is required in accordance with the Procurement Plan, issue any change order under a contract which would increase or decrease by more than 15% the quantity of goods (and related services) without any change in the unit prices or other terms and conditions of sale.
