Part-time to More-time Procedure in a Higher. Job Classification If there is a vacancy in a classification (pay rate) higher than that held by Employees on lay-off, such position shall be posted. Only permanent part-time employees shall be eligible to apply. The successful candidate will be selected based on knowledge, skill and ability to perform the duties of the position. Where knowledge, skill and ability are relatively equal, seniority shall remain the determining criteria.
