Personnel and Supervision. (1) The Licensee shall employee enough personnel to maintain sanitary conditions and satisfactory service which will ensure prompt and efficient service at all times. All employees shall be sober, conscientious, neat, and courteous. The Licensee shall at all times provide adequate staff of food service employees to perform the varied and essential duties inherent to a successful food service operation. (2) The Licensee shall require that each employee assigned to work under this Agreement sign, or otherwise acknowledge, a statement that he or she is neither employed by the Licensor/Embassy and is not entitled to any rights nor benefits of the Licensor/Embassy. (4) The Licensee shall employ a full-time manager unless the Licensee is an individual. (5) The Licensee’s employees shall wear a distinctive item of clothing such as a badge, cap, armband, blouse, or uniform as a means of identification when they are in the building. The Licensee’s employees shall wear proper uniforms, including hair nets and/or head covers when they are performing their duties in the building. Legible nameplates identifying each employee shall be displayed as part of the uniform. (6) The Licensee’s employees shall be required to change their clothing in locker rooms and to maintain the room in a neat and clean condition. (7) Employees of the Licensee shall be fully capable of performing the type of work for which they are employed. (8) The Licensee shall provide adequately, trained relief personnel to substitute for the regular employees when they are absent so that a high quality operation will be maintained at all times. (9) The Licensee and its employees shall comply with instructions pertaining to conduct and building regulations in effect for the control of persons in the building. (10) The Licensee is required to schedule an employee training program that will continue for the duration of this Agreement and any extensions thereof, to ensure that employees perform their jobs with the highest standards of efficiency and sanitation. (11) All articles found by the Licensee, the Licensee’s agents or employees, or by patrons and given to the Licensee, shall be turned in to the General Services office as lost and found items.

(6) The Licensee’s employees shall be required to change their clothing in locker rooms room(s) and to maintain the room room(s) in a neat and clean condition. The Licensor shall provide access to such locker room(s). (7) Employees of the Licensee shall be fully capable of performing the type of work for which they are employed. (8) The Licensee shall provide adequately, adequately trained relief personnel to substitute for the regular employees when they are absent so that a high quality operation will be maintained at all times. (9) The Licensee and its employees shall comply with instructions pertaining to conduct and building regulations in effect for the control of persons in the building. (10) The Licensee is required to schedule an employee training program that will continue for the duration of this Agreement and any extensions thereof, to ensure that employees perform their jobs with the highest standards of efficiency and sanitation. (5) The Licensee’s employees shall wear a distinctive item of clothing such as a badge, cap, armband, blouseapron, or uniform as a means of identification when they are in the building. The Licensee’s employees shall wear proper uniforms, including hair nets and/or head covers when they are performing their duties in the building. (109) The Licensee is required to schedule an employee training program that will continue for the duration of this Agreement and any extensions thereof, to ensure that employees perform their jobs with the highest standards of efficiency and sanitationsanitation and safety. The training program shall include initial and periodic training safe food preparation and storage, kitchen and safety equipment, and emergency procedures. (1110) All articles found by the Licensee, the Licensee’s agents or employees, or by patrons and given to the Licensee, Licensee shall be turned in to the General Services office Customer Service Office as lost and found items.

(7) Employees of the Licensee shall be fully capable of performing the type of work for which they are employed. (8) The Licensee shall provide adequately, trained relief personnel to substitute for the regular employees when they are absent so that a high quality operation will be maintained at all times. (9) The Licensee and its employees shall comply with instructions pertaining to conduct and building regulations in effect for the control of persons in the building. (10) The Licensee is required to schedule an employee training program that will continue for the duration of this Agreement and any extensions thereof, to ensure that employees perform their jobs with the highest standards of efficiency and sanitation. The Licensee’s employees shall wear proper uniforms, including hair nets and/or head covers when they are performing their duties in the buildingduties. (12) Licensee and its employees may not, under any circumstances, agree to store, hold, or receive, for any period of time, clothing, telephones, papers or any other items on behalf of Embassy visitors or anyone else.

These new employees will only be able to work in the cafeteria once the Regional Security Office has cleared them. (4) The Licensee shall employ a full-time manager unless the Licensee is an individual. (5) The Licensee’s employees shall wear a distinctive item of clothing such as a badge, cap, armband, blouse, or uniform as a means of identification when they are in the building. The Licensee’s employees shall wear proper uniforms, including hair nets and/or head covers when they are performing their duties in the building. (4) The Licensee shall employ designate a full-time manager unless the Licensee is an individualon-site manager. (5) iv. The Licensee’s employees shall wear a distinctive item of clothing such as a badge, cap, armband, blouseshirt, or uniform as a means of identification when they are in providing services under this Agreement on the buildingConsulate compound. The Licensee’s employees shall wear proper uniforms, including hair nets and/or head covers as appropriate when they are performing their duties in the buildingfood preparation or food service duties. Legible nameplates identifying each employee shall be displayed as part of the uniform. (6) v. The Licensee’s employees shall may be required to change their clothing in locker rooms designated area and to maintain the room in a neat and clean condition. (7) Employees of the Licensee shall be fully capable of performing the type of work for which they are employed. (8) vi. The Licensee shall provide adequately, adequately trained relief personnel to substitute for the regular employees when they are absent so that a high high-quality operation will be maintained at all times. These personnel should be identified sufficiently far in advance of the potential need for them to provide service to allow time for the Regional Security Office to make a determination regarding their eligibility for access to the Consulate compound. (9) vii. The Licensee and its employees shall comply with instructions pertaining to conduct and building regulations in effect for the control of persons in the building. viii. The Licensee and its employees shall immediately comply with any verbal or written instructions from the Regional Security Officer (10RSO), Assistant Regional Security Officer (A/RSO), or Marine Security Guards (MSGs). Instructions from any other security personnel (including Locally Employed Staff or Eligible Family Members working in the Regional Security office, Local Guard Force personnel, or Mexican police authorities) will be conveyed from the RSO or A/RSO to the Licensing Officer and / or Licensing Officer’s Technical Representative and then communicated to the Licensee. ix. The Licensee is required to schedule an employee employee-training program that will continue for the duration of this Agreement and any extensions thereof, to ensure that employees perform their jobs with the highest standards of efficiency and sanitation. (11) All x. Any unclaimed articles found within the Consulate office building by the Licensee, the Licensee’s agents agents, or employees, or by patrons and given to the Licensee, Licensee shall be turned in to the General Services office as lost Management Office. The Licensee shall maintain its own repository of any unclaimed articles found within or left at the kiosk, keeping a permanent record of the date an item was found or left and its description. Items found itemswithin or left at the kiosk may be disposed of by the Licensee at its discretion after 30 days, with the disposition indicated on the permanent record.

Upon termination or resignation of any employee of the Licensee, it is the responsibility of the Licensee to retrieve the identification badge of the employee and return it to the Regional Security Office of the Embassy. Failure to do so presents a security risk to the Embassy and may result in termination of the Agreement. (5) The Licensee shall employ a full-time manager unless the Licensee is an individual. This manager should be on-site during business hours. (56) The Licensee’s employees shall wear a distinctive item of clothing such as a badge, cap, armband, blouse, or uniform as a means of identification when they are in the building. The Licensee’s employees shall wear proper uniforms, including hair nets and/or head covers when they are performing their duties in the building. Legible nameplates identifying each employee shall be displayed as part of the uniform. (64) The Licensee’s employees shall Workers should wear shoes that cover their feet while in the work areas. Sandals must not be required to change their clothing in locker rooms and to maintain the room in a neat and clean conditionworn. (75) Employees of the Licensee Provider shall be fully capable of performing the type of work for which they are employed. (8) 6) The Licensee Provider shall provide adequately, adequately trained relief personnel to substitute for the regular employees when they are absent so that a high quality operation will be maintained at all times. (97) The Licensee Provider and its employees shall comply with instructions pertaining to conduct and building regulations in effect for the control of persons in the building. (10) 8) The Licensee Provider is required to schedule an employee employee-training program that will continue for the duration of this Agreement and any extensions thereof, to ensure that employees perform their jobs with the highest standards of efficiency and sanitation. (119) All articles found by the LicenseeProvider, the LicenseeProvider’s agents or employees, or by patrons and given to the LicenseeProvider, shall be turned in to the General Services office Management Officer as lost and found items. (10) RSO security requirements: The Provider’s employees shall be subject to a background investigation, to be conducted by the security office. Employee identification cards should be provided to the RSO for a security investigation at least two weeks before the employee is requested to start work. Employees shall be required to wear an embassy-issued identification badge while on the compound. (11) Money handlers (cashiers) should not be handling money and serving food. The Provider should appoint a designated cashier (see also O. Billing Procedures).

(5) The Licensee’s employees shall wear a distinctive item of clothing such as a badge, apron, cap, armband, blouse, or uniform as a means of identification when they are in the building. (11) All articles found by the Licensee, the Licensee’s agents or employees, or by patrons and given to the Licensee, shall be turned in to the Community Liaison Office or General Services office Office as lost and found items. (12) The Licensee agrees to comply with all provisions of applicable law (and, in the case, of U.S. citizens, U.S. law) related to employee benefits, workers’ compensation, and employee taxes if applicable to the employees performing services under this Agreement. The Licensee shall ensure that all employees assigned to work under this Agreement are fully covered as to all employee benefits mandated by French or local law; benefits which may include but are not limited to retirement payments, severance, or other termination of employment payments, work casualty insurance, and disability insurance. Where required by French or local law, the Licensee agrees to withhold personal income taxes and all other employment-related taxes from the salaries and wages of all its employees assigned to services described herein and the Licensee shall deposit such withheld payments, with all necessary supporting documentation, with the proper local authorities. Compliance with these requirements is solely the responsibility of the Licensee. (13) Any local or other taxes which may be assessed shall be payable by the Licensee (Contractor). The Licensee shall maintain and record relevant documentation or compliance with local law and payments to local authorities. The Licensee’s employees shall wear proper uniforms, including hair nets and/or head covers when they are performing their duties in the building. (11) All articles found by the Licensee, the Licensee’s agents or employees, or by patrons and given to the Licensee, shall be turned in to the General Services office as lost and found items. (12) The Licensee shall adhere to all Brazilian labor and employment laws of Licensee’s staff. (13) The Licensee shall comply with all Brazilian laws, rules, and regulations regarding the safe and sanitary handling of food and safety procedures in the workplace. (14) The Licensee shall provide all required chemical and safety training for its personnel. This includes, but is not limited to: providing Personal Protective Equipment (PPE) for its personnel, and ensuring all employees are trained in how to handle chemicals in accordance with the SDS (FISPQ in Brazil), and that no chemicals used on Licensor’s premises violate the SDS/FISPQ. (15) The Licensee shall maintain current records on site of its employees’ training and certification and general compliance with local Brazilian and USG rules and laws that relate to safety, chemical, health, and employment standards and any other trainings or certificates that are produced as a result of the Licensee’s work on the Licensor’s premesis. The Licensee shall produce these records if requested by the Licensor.
