Processing of Grievances. (a) Shop stewards shall suffer no loss in pay for the time spent processing grievances or attending meetings with the Employer's representative. (b) The Union and its representatives shall have a right to originate a grievance on behalf of an employee, or group of employees, and to seek adjustment with the Employer in the manner provided in the Grievance Procedure. Such a grievance shall commence at Step 2. A representative of the Employer shall have the right to initiate a grievance which shall be filed with the provincial president of the Newfoundland Association of Public and Private employees. The provincial NAPE president shall render his/her decision within ten (10) calendar days of the receipt of the Employer’s grievance. If the matter is not settled, either party may refer the dispute to arbitration within fifteen (15) calendar days of the provincial NAPE president’s decision. Referral to mediation may be used as an alternative to arbitration with the parties’ agreement.
