Promotions and Demotions. 11.5.1 An employee who is promoted shall be placed at the lowest step of the range applicable to the promotional position which results in a base increase. 11.5.2 An employee who is voluntarily or involuntarily demoted, or who is reassigned under the provisions of Article 16 - Layoff and Recall shall be placed at the highest step in the new range which does not exceed his/her former salary.
