Promotions, Transfers and Demotions. In cases where qualifications, performance, ability and experience are approximately equal, seniority shall be the deciding factor when decisions are made with regard to promotions, transfers and demotions. Where seniority is the deciding factor, seniority shall be based on the total number of hours worked up to and including the date of the posting.
