(Note: The Facilities Study for the Small Generating Facility assumed that the existing Line 6 trap tuning pack, Line 6 tuner and RFL 9780 will not require replacement. However, depending on the transmit and receive frequencies determined during final engineering, replacement may be required). The 'B' package will use a leased digital circuit which will require installation of an RFL GARD 8000 tele-protection set at the Albany 2 Collector Substation A new relay panel will be installed for the communications equipment. The A and B line relays will also perform breaker failure, DTT receive supervision and contact multiplication. DTT transmit to the Albany 2 Collector Substation will be added for a line relay operation, R6 breaker failure, and if R6 is opened. Additional channels available on the GARD 8000s shall be used for this protection scheme.
Protection Packages. DTT to the Skyline Solar Collector Substation is required to be installed at Yahnundasis Substation to prevent islanding. DTT will be sent for a line relay operation or for R240 breaker failure. Since the existing relaying on the Yahnundasis Line 24 does not include breaker failure, the existing electromechanical relays shall be removed and two (2) SEL 351-6 relays shall be installed. These relays will provide overcurrent and breaker failure protection. The “A” package will also provide automatic reclosing for the breaker. An RFL GARD 8000 and an on/off switch for the DTT scheme will be installed.

The ‘A’ package will be a POTT scheme consisting of an ERLPHase LPRO 4000 with a GARD8000 and the ‘B’ package will be a step distance scheme with an SEL-311C. DTT transmit and receive to the Rock District Solar Collector Substation will be added. A second GARD8000 will be installed for communication with the Rock District Solar Collector Substation. DTT will be sent to the Rock District Solar Collector Substation for a line relay operation and R16 breaker failure. DTT for breaker failure will be received from the Rock District Solar Collector Substation. An SEL-351-6 will be added for DTT receive supervision and will be used to trip and drive reclosing to lockout. The existing ACR reclosing relay will be replaced with SEL-351-6 relay to allow addition of DTL for DTT receive.
Protection Packages. The existing primary and backup digital line relays shall be retired, and new relays shall be installed to match protection at the Waters Road Station. Each of the ‘A’ packages shall be POTT scheme consisting of an ErlPhase LPRO and GARD 8000 using digital leased circuit. Each of the ‘B’ packages shall be a POTT scheme consisting of a SEL 311C relay using mirrored bits with RFL IMUX 2000 interface to the fiber. The ‘A’ and ‘B’ line relays will also perform breaker failure, DTT receive supervision and contact multiplication. With the relocation of the line protection to an outdoor cabinet, the existing automatic reclosing relays (“ACR”) shall be retired and SEL 351-6 relays shall be installed in accordance with the Connecting Transmission Owner’s current standards. • Controls and Integration The existing Remote Terminal Unit (“RTU”) is sufficient for the scope of this project. A remote I/O unit will be installed in the outdoor cabinet to receive the status/alarm and control for Lines 7 & 8. An ethernet switch shall be installed to interface the microprocessor relays with the existing RTU and allow for the remote retrieval of fault records. Digital panel meters shall be installed to enable manual sync check on Lines 7 & 8. Two (2) RE-01 control handles capable of remote operation for breakers R70 & R80 will be required to allow for the manual trip/close operation of the device and to provide status of the trip coil(s). Two (2) RE-43A/M control handles capable of remote operation for breakers R70 and R80 will be required to allow for enabling/disabling of the automatic reclosing function. • Telecommunications Two (2) new Verizon DS1 circuits shall be installed for the Lines 5 & 6 ‘A’ protection packages. This will require installation of a new Verizon fiber facility into the Boonville Station consisting of a Verizon fiber cable from the control house to a Connecting Transmission Owner- Verizon meet point pole outside the station and a Verizon fiber mux installed inside the control house. For the ‘B’ protection packages, the existing OPGW fiber on Line 5 shall be extended into the control house from the splice location in the substation using ADSS fiber cable. A RFL IMUX 2000 shall be installed to support the ‘B’ package POTT mirrored bits protection scheme, and a channel card will be installed for each line. A DC converter system shall be installed in the dedicated telecom rack to convert the station battery to 48 VDC to support the Verizon fiber mux and Conn...
Protection Packages. DTT to the Sky High Solar Collector Substation will be added to trip the Sky High generation when the Xxxxxx X18K19 switch is closed and Xxxxxx breakers R190 and R835 are open. DTT receive will be added to trip Xxxxxx for breaker failure at the Sky High Collector Substation when X18K19 switch is closed. These DTT packages will require installation of a RFL GARD 8000 chassis with a digital communication interface and a SEL 351.
Protection Packages. The existing Line 10 protection packages and breaker control relays at Rotterdam Substation cannot accommodate interconnection of the Small Generating Facility and shall be replaced. The existing line relays for Line 10 in panel 68 and reclosing relays on panel 16 will be removed, and the asbestos panels in control house 2 shall be replaced with sheet metal panels. The "A" package will be converted to a POTT scheme consisting of an ERL Phase LPRO 4000 and GARD 8000 using leased fiber. The “B” package protection shall be a step distance scheme consisting of SEL-311C. The new “A” and “B” relays along with 43PT and 43TT switches shall be installed in panel 12.
