Purpose of the Network. WHC (2006) 009 requires that LHBs, HCW and NHS Trusts should come together to create regional networks to plan, organise and support the delivery of effective critical care service. The delivery of critical care services is the responsibility of NHS Trusts and again this should draw on the advice and support of network core teams. Welsh Health Circular (2006) 009 formally published the Quality Requirements for Adult Critical Care and set out the Assembly Government’s specific requirements of the NHS and Health Commission Wales (HCW) in assessing current adult critical care services against the Quality Requirements and identifying the appropriate action needed to ensure services are redesigned and delivered in order to comply with them. The first will be up to March 2008 (and which is published in WHC 2006 009), the second will look at 2008 to 2011 and the third will tackle 2011 to 2015. Purpose of the Network. In order to fulfil their statutory responsibilities and provide a high quality service (WHC 2006 009) the Critical Care Network will plan, organise and deliver effective and equitable critical care in order to consistently achieve the best possible outcomes and to support the commissioning process for critically ill adult patients. This will be achieved by working to an agreed Service Development Plan. The Quality Requirements for Adult Critical Care must be fully achieved by the end of March 2015 with implementation of improved critical care services to be undertaken in a series of strategic frameworks. The first will be up to March 2008, the second from 2008 to 2011 and the third will be 2011 to 2015. WHC (2006) 009 states that LHBs, HCW and NHS Trusts should jointly create regional Networks to plan, organise and deliver critical care. Commissioning of critical care is the responsibility of the LHBs and HCW for specialist services but should in the future be fully informed by Network based Service Development Plans and should draw on advice from the Network core teams. The delivery of critical care services is the responsibility of NHS Trusts and again this should draw on the advice and support of Network core teams. The Network will develop and oversee the implementation of a Critical Care Strategy for the North Wales region in order to ensure achievement of the Quality Requirements for Adult Critical Care within the three strategic frameworks. The Network will establish an organisational structure which includes Providers and Commissioners of Critical Care Services to ensure a coordinated and consistent approach to the development of Critical Care Services, ensuring the effective and efficient use of all resources within the Network.
