Rate Development Template. (RDT) The Rate Development Template for each Work Package shows how the Offeror arrived at its individually proposed Fully Burdened Rate (FBR) for each contract labor category. Appropriate General Government Services Contract Labor Categories (CLC) are provided in the templates. To complete the RDT, the Offeror shall provide its proposed direct labor rates for each contract labor category for the first year of the Contract (“Base Contract Year”); the “Burden %” applicable to each contract labor category and the “Annual Escalation %” which is applied to the Contract option years 1 through 4 (collectively, “Option Years”). The Annual Escalation % shall be applied 100% to personnel salaries (unless otherwise authorized by the City Manager), and not to be applied as an increase to the contractor’s Burden %. Given this input data, the RDT calculates the fully burdened rate for the Base Contract Year and each of the Option Years. The direct labor rate (Direct Labor ($)), is defined as the hourly salary rate, i.e., annual salary divided by 2080 hours per year.

An FBR is a percentage calculated by the Offeror to include the components that account for health and welfare benefits, statutory expense, other indirect expense, general and administrative (G&A) expense and profit. Please review attachment L-3: Cost Template Instructions for further information on the specific cost price template spreadsheets that will detail the components and math calculations to establish your fully burdened rate.
