Referenced Standards and Specifications. 1.4.1 Except as otherwise specified in the CMA Documents or otherwise directed by TxDOT, material and workmanship specified by the number, symbol or title of any standard established by reference to a described publication affecting any portion of the Project or Maintenance Services shall comply with the latest edition or revision thereof and amendments and supplements thereto in effect on the Effective Date. 1.4.2 In interpreting referenced standards, the following apply: (a) References to the project owner shall mean TxDOT. VPRA may direct Design-Builder to comply with an updated standard after the Setting Date and Design-Builder may follow the process for a VPRA-Directed Change if Design-Builder contends that following the updated standard entitles Design-Builder to an adjustment of the Contract Price or a Completion Deadline.
