Satellite input data and use conditions. The work shall be produced on the basis of the satellite imagery that will be made available through the GMES/ESA satellite image Data Warehouse (DWH). For each of the datasets below an acquisition strategy has been agreed upon, such that: • 1/3 of the EEA39 territory (+/- 2 Million km2) shall be acquired in 2011, and made available by end November 2011; • 2/3 of the EEA39 territory (+/- 4 Million km2) shall be acquired in 2012, and made available by the end of 2012; • To the extent feasible, and depending on cloud cover, synchronisation between coverages shall be pursued. In summary, the work shall be produced on the basis of the following high resolution multi-spectral satellite data, acquired primarily in the reference year 2012 (- 1 year), re-sampled to 20m ground resolution using cubic convolution interpolation and covering 2 dates28: • IRS-P6/Resourecesat: VNIR29 + SWIR30, ortho-rectified using national projections, 20m ground resolution (ca. 800 images)31; • RapidEye: VNIR, ortho-rectified using national projections, 20m ground resolution (ca. 10.000 images). Additionally multispectral medium resolution data will be available, acquired primarily in the reference year 2012 (-1 year), as seasonal datasets in the acquisition window March to October. A minimum of 3 monthly composites will be acquired over the April to June time frame, which can be extended up to maximum of 8 monthly composites, depending on cloud cover, and priority that will be given to HR image acquisitions: • Resourcesat 1 / 2 AWiFS, VNIR & SWIR, ortho-rectified using the ETRS89 based LAEA projection, 60m ground resolution32. The High Resolution (HR) images will be geometrically corrected towards national projection systems with relative reference to the Image2009 coverage, 28 ESA DAP_V2.1 reference : DWH_MG2_CORE_01 - Optical HR Pan EU coverages 2011/2012 29 Visible and Near Infra Red 30 Short Wave Infra Red 31 Azores, Canaries, Iceland and French DOM areas will be covered with SPOT 4/5 imagery 32 ESA DAP_V2.1 reference : DWH_MG2-3_CORE_08 - European Monthly MR composites 2011-2012 and using different Digital Elevation Models for the various datasets. Participant’s machine must meet the following requirements for hosting the Vendor’s integration package: • A virtual machine environment running VMware Player (free open source product) that can run the Express VMware disk image (.ova format) • For Vendor’s “Express Lite” software (for Participants that already have an enterprise master patient index (MPI) and a clinical data repository), the minimum system resources that should be allocated to the virtual machine are: o 4 CPU cores o 8GB of RAM o 100GB of available disk space • For Vendor’s “Full Express” software (for Participants that do not already have an MPI or a clinical data repository), the minimum system resources that should be allocated to the virtual machine are: o 8 CPU cores o 16GB of RAM o 500GB of available disk space • Network access between the Vendor’s Express software (either “Express Lite” or “Full Express”) and the Participant’s health information exchange system for the exchange of clinical system data for the Patient Look-Up and Delivery Services. The Participant shall maintain availability of its data for query on a 24 hour/7 day basis with the exception of routine and unexpected maintenance, at greater than 99% uptime monthly. The Participant shall make its data available for a minimum look-back period of 18 months up to and including current available data and update the available data daily.
