Special-concerns. There shall be two Funds operated by the FMO under this programme, one national and one regional. The national fund shall amount to €30,000,000 and the regional fund shall amount to
Special-concerns. The possibility of a pre-defined project between the Lithuanian and Norwegian Labour inspectorates for a maximum budget of € 650,000, shall be explored.
Special-concerns. The programme shall focus on the role that art, culture and cultural heritage play in local and regional development; emphasis shall be put on the potential of the cultural and creative sectors in relation to social and economic development and their ability to reach out to the broader public. Measures addressing less developed and disadvantaged geographical areas and communities, valorisation of cultural heritage, as well as facilitating networking between service providers shall be prioritised. At least € 2.5 million shall be available for a small grants scheme addressing contemporary art and culture, as well as the promotion of bilateral exchange of living art. This programme shall contribute to greater awareness about the culture of social, ethnic and cultural minorities and groups, including the Roma population. No more than 60% of the total eligible expenditure of the programme shall be available for infrastructure (hard measures). The relevant public institution(s) in the Slovak Republic in charge of the policy area in question, including the Ministry of Culture, shall be actively involved in the preparation and 11 implementation of the programme, specifically as member(s) of the Cooperation Committee. Bilateral ambitions: € 125,000 shall be allocated to the programme from the fund for bilateral relations. This does not prevent the Joint Committee for Bilateral Funds from allocating additional funds to the programme. Pre-defined projects: 1) Support to a project building on the pre-defined project ‘Pro Monumenta – prevention by maintenance’ under the SK05 programme (2009-2014) Project promoter: Monuments Board of the Slovak Republic Donor project partner: Norwegian Directorate for Cultural Heritage Maximum grant amount: € 1,500,000 2) Reconstruction of the Rusovce Manor - Rusovce Servants’ House and the restoring of the surrounding historical park and garden Project promoter: Government Office of the Slovak Republic Maximum grant amount: € 5,000,000 In case the detailed description, plan and budget for the pre-defined project are not submitted to the Financial Mechanism Committee at the same time as the programme concept note the funds set aside for this pre-defined project shall be re-allocated to the open call.
Special-concerns. The programme shall build on the activities implemented and results achieved under the GR08 programme of the EEA Financial Mechanism 2009-2014. Pre-defined projects, to be implemented by Solidarity Now and Athens Municipality with these objectives, shall be elaborated in the concept note. A grant of up to €1.5 million from the programme shall be set aside for a project addressing refugee children, anti-discrimination and combatting hate speech in the education system, implemented in co- operation between the Hellenic Ministry of Education and the European Wergeland Centre. Bilateral ambitions: €50,000 shall be allocated to the programme from the fund for bilateral relations. This does not prevent the Joint Committee for Bilateral Funds from allocating additional funds to the programme.
Special-concerns. It shall be the special concern of the Ombudsperson that decisions about individual students are made fairly. Among other things, that means:

No more than 60% of the total eligible expenditure of the programme shall be available for infrastructure (hard measures). A minimum of € 6.5 million shall be set aside for cultural cooperation and exchange between the Donor States and Romania. The programme should also support projects that relate to the documentation of the cultural history of social, ethnic and cultural minorities and groups. This programme shall contribute to the improvement of the situation for the Roma population and shall contribute towards the target set in section 2 ‘Specific concerns’ of this Annex. Bilateral ambitions: € 250,000 shall be allocated to the programme from the fund for bilateral relations. This does not prevent the Joint Committee for Bilateral Funds from allocating additional funds to the programme.
Special-concerns. The Ministry of Environment of Lithuania, the Ministry of Energy of Lithuania and the Ministry of Interior of Lithuania shall be Programme Partners and shall be actively involved in and effectively contribute to the development and implementation of the programme. They shall, inter alia, be actively involved in policy issues and in facilitating bilateral cooperation. The programme shall include, inter alia, measures related to the decommissioning of the Ignalina Nuclear Power Plant and measures related to secure waste management. A pre-defined project on decommissioning of the Ignalina Nuclear Power Plant and related activities, with the Norwegian Radiation Protection Authority as donor project partner, shall be explored in the concept note phase. The possibility of establishment of an early warning system on nuclear safety of Lithuania, due to risks coming from nuclear power plants in the neighbouring countries, shall be explored in the concept note phase. Measures related to other hazardous waste and/or marine management capacity building may be considered during the concept note phase. Bilateral ambitions: € 75 000 shall be allocated to the programme from the fund for bilateral relations. This does not prevent the Joint Committee for Bilateral Funds from allocating additional funds to the programme.
Special-concerns. The programme shall contribute to increased public awareness of climate change processes and their impact, and improved planning and management competencies among key stakeholders in Slovenia. Pilot and demonstration activities shall be supported. Special concern shall be given to reduction of greenhouse gas emissions. The following activities shall be explored in the preparation of the concept note: restoration of ecosystems with a potential to contribute to climate change mitigation and adaptation; sustainable mobility; circular economy; and less established renewable energy sources. The possibility of including measures under PA11 ‘Environment and Ecosystems’ shall be explored in the preparation of the Concept Note. Cooperation with donor state entities and international organisations at project level shall be encouraged. Bilateral ambitions: €50,000 shall be allocated to the programme from the fund for bilateral relations. This does not prevent the Joint Committee for Bilateral Funds from allocating additional funds to the programme.
Special-concerns. 4.3.1 Irradiation should not exceed 50.0 kGy.
Special-concerns. A fund operator tasked with re-granting funds to civil society organisations shall be selected through a public tender. The Terms of Reference (ToR) for the Fund Operator shall include country-specific provisions on the necessary experience with, and ties to, the NGO sector in Cyprus, as well as on the relevant legal and international obligations, such as the compatibility with the property rights of natural or legal persons, the Convention for the Protection of Human Rights and Fundamental Freedoms and the case law of the European Court of Human Rights. Eligible applicants shall be set out in the programme implementation agreement to be concluded between the FMO and the Fund Operator. Any relevant reference in the respective provision of the programme implementation agreement to the Beneficiary State shall be considered as a reference to the Republic of Cyprus. Pre-defined projects: Name of project: Home for Cooperation (H4C) Description: Support to the strengthening of the sustainability of the Home for Cooperation and funding activities of AHDR and capacity building in the Home for Cooperation located in the Buffer Zone in Nicosia, to xxxxxx cooperation and mutual understanding between the Greek and Turkish Cypriot communities in Cyprus and to increase the potential for sustainable peace between the Cypriot communities by encouraging a culture of peace, and by strengthening inter-communal cooperation and inter-cultural dialogue. Project Promoter: Association for Historical Dialogue and Research (AHDR) Maximum grant amount from the programme to the project: €700,000 Project grant rate: Up to 90% of the eligible expenditure of the project. Any additional co-financing to be provided by the project promoter shall be identified in the Concept Note and set in the Programme Implementation Agreement. Name of project: Centre of Visual Arts and Research (CVAR) Description: Supporting the continued operation and sustainability of CVAR through capacity building and internationalisation. Project Promoter: Xxxxxx and Rita Severis Foundation Donor project Partner: The Nobel Peace Centre in Oslo Maximum grant amount from the programme to the project: €500,000 Project grant rate: Up to 90% of the eligible expenditure of the project. Any additional co-financing to be provided by the project promoter shall be identified in the Concept Note and set in the Programme Implementation Agreement. ANNEX C
