Starting Time. A. One regular starting time shall be established for each shift. With the exception of paragraph B of this section, an established starting time may not be changed prior to the next shift roster without the concurrence of the Association and the Chief of Police or designee. B. Where the special needs of the Department require, an individual employee's starting time for a shift may be changed, as the Chief of Police or designee may require. An employee so affected shall be notified at least seven (7) days in advance; such change in starting time shall not last more than two (2) consecutive shifts; and no employee's starting time shall be changed more than once every one hundred and eighty (180) days. C. There shall be no flex time without the joint concurrence of the APDEA and the Municipality. Provided, however, that on a case-by-case occasional basis at the request of the employee, a supervisor and an employee can agree on an adjustment of a starting time for non-operational reasons in order to accommodate the employee’s personal concerns.
