4-2 The Board and the Association recognize that providing a high quality of continuous education for the children of Quapaw Independent School District No. 14, Ottawa County, Oklahoma, is the paramount objective of the School District.
4-3 The Board, on its own behalf and on the behalf of the electors of the district, hereby retain and reserve unto itself, without limitations, all powers, rights, authority, duties and responsibilities conferred upon and vested in it by the laws and Constitution of the State and the United States.
4-4 The Scope of bargaining shall be limited to items affecting the performance of professional services as prescribed by Oklahoma State law. There shall be no negotiations on inherent managerial policy, including the functions and programs of the Board, standards of services, except as provided by Oklahoma State law, the determination of the District’s budget, the organizational structure of the schools, and selection, retention and direction of personnel except as provided by Oklahoma State law. All ratified agreements shall be in compliance with these provisions.
4-5 The Superintendent is the chief executive officer of the Board, and as such, administers the affairs and programs of the School District as provided by law and Board Policy. 4-6 Teachers, Administrators and the Board share responsibility for providing continuous education of the highest quality for the pupils of the School District. Attainment of this objective requires mutual understanding and cooperation among the respective parties. To this end a free and open exchange of ideas and views are necessary in good faith negotiations.
