Statutory Purpose and Strategic Objectives. 2.1 The Agency was originally established in 1995 and was known as the Northern Ireland Guardian ad Litem Agency (NIGALA) until 2023 when it was re-established as the Children’s Court Guardian Agency for Northern Ireland. The Children’s Court Guardian Agency for Northern Ireland (Establishment and Constitution) Order (Northern Ireland) 2023, which came into effect in March 2023 makes provision for the constitution of the Agency and the tenure of office of Agency members. It is established as a Special Agency under the Health and Personal Social Services (Special Agencies) (Northern Ireland)
