B. The following shall apply:
1. A teacher shall have the right to review the contents of his/her personnel file at the time of his/her evaluation and to discuss and, if necessary, process through the Grievance Procedure, objections to material or statements contained therein. Letters of recommendations shall not be subject to review by the teacher.
2. The Board agrees not to establish any separate personnel file on which evaluations are based which is not available for the teacher's inspection.
C. Any complaints regarding a teacher made to any member of the administration by any parent, student, or other person, which are used in writing; any manner in evaluating a copy will teacher shall be given promptly investigated and called to the evaluator; and one copy will be filed in the Superintendent’s office. E. Any staff member whose contract will not be renewed may request the reasons for non-renewal within fifteen (15) days of receiving said notice. Reasons must be given in writing within thirty (30) days of the request.

D. The teaching performance of non-tenure teachers will be observed and a written evaluation will be prepared at least two (2) times during the school year, not later than December 1st and April 15. A non-tenure teacher will be given twenty-four (24) hour notice prior to his/her first observation during his/her first year of probationary status. An observation shall consist of not less than a complete lesson or period. Nothing in this section shall preclude additional observations of a teacher's performance for less than a complete lesson or period which may be used in documentation of the teacher's performance, but only to supplement the primary observations. Tenure teachers shall be observed and a written evaluation completed a minimum of once every three (3) years. The evaluator shall hold a conference with the teacher engaged in teachingwithin eight (8) in-school days after the observation at which time a copy of the written evaluation shall be given to the teacher. If the teaching performance is undesirable, the teacher shall assume that the supervisor is there for the purpose of teacher evaluation.
4. All evaluations will be in accordance with evaluation forms and procedures adopted by the School Board or the Superintendent prior to the start of a school year. All teachers will be informed of the position of the person that will be conducting any formal evaluations within three weeks after the start of the school year. E. The evaluation instrument and process will be reviewed with each probationary teacher (and a tenure teacher at that teacher's request) prior to the first formal evaluation of that teacher's performance during any school year.
F. The Board and Association shall establish a joint Evaluation Committee to review the teacher evaluation instrument. Its goal shall be to improve that instrument. The Evaluation Committee shall consist of three representatives appointed by each party. Any recommendations from the committee shall be referred to CMC.

TEACHER EVALUATION. B. Signing the report in no way indicates agreement with its contents. Teachers shall have the right to prepare comments in regard to observation and evaluation reports, which shall be submitted within fifteen (15) days. Said comments shall be attached to all copies of the report.

Principals shall make every effort to apprise teachers of any complaints made to them regarding a teacher by any parent, or other adult, which do or may negatively/adversely influence the evaluation of a procedure for assisting teacher. The Principal shall meet with the teacher to attempt to resolve the matter informally. Any question or criticism by a supervisor, administrator, or Board member of an employee's performance/instructional methodology shall be made in confidence and evaluating not in the progress and success presence of both newly employed and experienced personnel for students, parents, co-workers, or members of the purpose of improving instructionpublic. ThereforeAny complaints made to an administrator by any parent, student, or other person which might adversely affect the teacher's employment shall be made known to this endthe teacher by the administrator. TEACHER EVALUATION. A. The parties recognize evaluation of the importance performance of each teacher in the school system is the responsibility of the administration. In such evaluations, all monitoring or observations of teachers shall be conducted openly. When a supervisor makes and signs a written evaluation of a teacher, a copy will be given to the teacher who will acknowledge receipt thereof in writing; a copy will be given to the evaluator; and one copy will be filed in the Superintendent’s office. The teacher will be presented a copy of the any evaluation no later than ten report prepared by his evaluators within five (105) school days after of such evaluation. No such report shall be submitted to the observationcentral office, placed in the teacher’s file or otherwise acted upon without having been signed by the teacher as an acknowledgment that he has been apprised of the contents of the evaluation. The teacher shall also have the right to submit a written answer to such material and his answer shall be offered reviewed by the Superintendent or designee and attached to guide the individual toward file copy. The teacher’s response, if any, to the solution above mentioned material shall be submitted within ten (10) school days of the receipt of the material by the teacher or within two (2) weeks if the material is received by the teacher within the last ten (10) days of school.
E. All tenured teachers must be observed and evaluated at least once prior to his/her particular difficultiesMay 15th. All PIP’s shall be completed at least seven (7) school days prior to the last teacher work day.

TEACHER EVALUATION. The parties recognize the importance and value of a procedure for assisting and evaluating the progress and success of both newly employed and experienced personnel for the purpose of improving instruction. Therefore, to this end, the following procedure has been agreed to in an effort to accomplish the goals.
1. Both parties recognize the responsibility to assist new teachers. During the first three (3) weeks of school, the Dover School Board through its administration shall orient all new teachers regarding evaluative procedures and instruments and School Board policies.
2. A. All classroom monitoring or observation of the work performance of a teacher shall be conducted openly openly. There will be no use of public address/audio video systems and with similar devices without the full knowledge of the teacher.
3. When a supervisor enters Formal observations should be made during the classroom of a teacher engaged in teaching, school year to make the teacher shall assume that the supervisor is there aware of progress or lack of progress for the purpose of teacher evaluation.
4contractual purposes. All evaluations non-tenure teachers will be observed at least two (2) times before January 1st provided the teacher was employed prior to September 30th. No material derogatory to a teacher’s conduct, service, character or personality shall be provided as soon as possible placed in his personnel file unless the teacher has had an opportunity to teachers upon recognition of difficultiesreview such material. It shall be a major administrative responsibility to assist teachers to become oriented to the district and improve instruction through direct observation of the teacher‟s work and provision of written summaries of those observations together with any recommendations the administrator may have for the teachers. At no time The performance of all teachers shall be evaluated in writing. The Tenure Act requires one evaluation for probationary teachers, based on at least two observations sixty (60) days apart. Tenure teachers not formally evaluated within a three year period in a given school year shall be considered to have performed competent work. All recorded observations shall last at least thirty (30) minutes. Tenured teachers will have an evaluation at least once every 3 years.
C. When an observation of a teacher is made, the administrator shall prepare and submit a written evaluation be prepared by a member of the same bargaining unit. Nothing herein shall be construed to limit the sources of information used in the evaluation process.
5. When a supervisor makes report and signs a written evaluation of a teacher, a copy will be given recommendation to the teacher who will acknowledge receipt thereof in writing; within twenty-five (25) days of a copy recorded observation. All written reports shall contain a definite statement as to whether the teacher‟s work is satisfactory or unsatisfactory. Evaluations will be conducted under the agreed upon form.
D. If an administrator believes a teacher is doing unacceptable work the reasons therefore shall be set forth in specific written terms as shall an identification of the specific ways in which the teacher is to improve and/or assistance to be given by the administrator. Any reprimand of the teacher shall be in private and in accordance with Article XII, Section C.
E. A teacher who disagrees with an observation or recommendation may submit a written answer which shall be attached to the evaluator; and one copy will be filed in the Superintendent’s office. The teacher will be presented a file copy of the evaluation no later than ten (10) school days after observation in question and in accordance with Article XII, Section A.
F. Teacher evaluations shall not be the observation. If the teacher disagrees with
