FINANCIAL EVALUATION. (a) The financial bid shall be opened of only those bidders who have been found to be technically eligible. The financial bids shall be opened in presence of representatives of technically eligible bidders, who may like to be present. The institute shall inform the date, place and time for opening of financial bid. (b) Arithmetical errors shall be rectified on the following basis. If there is a discrepancy between the unit price and total price that is, the unit price shall prevail and the total price shall be corrected by the Institute. If there is a discrepancy between words and figures, the lesser amount shall be considered as valid. If the Supplier does not accept the correction of the errors, his bid shall be rejected. (c) The AIIMS Jodhpur does not bind himself to accept the lowest bid or any bid and reserves the right of accepting the whole or any part of the bid or portion of the job offered; and the bidder shall provide the same at the rates quoted. The AIIMS Jodhpur reserves the right to reject any or all offers received in response to tender or cancel or withdraw the tender notice without assigning any reason, whatsoever.

FINANCIAL EVALUATION. 32 COMPARISON OF MAJOR RATES OF ITEMS OF CONSTRUCTION & CREDIBILITY OF TENDERERS RATES The Employer will compare the tenderers’ rates with the Engineer’s estimates for major items of construction. If some bids are seriously unbalanced or front loaded in relation to the Engineer's estimates for the major items of work to be performed under the contract, the Employer may require the bidder to produce detailed price analyses for any or all items of the Bills of Quantities, to demonstrate the internal consistency of those prices with the construction methods and schedule proposed. The bidder shall within four (4) days after issuance of the written notice by the employer, or such further time as the employer may allow, provide a satisfactory analysis failure to which the tender shall be rejected. 33 PREFERENCE FOR DOMESTIC BIDDERS This will not be applicable for this bid.

Conditional bid will be treated as unresponsive and will be rejected. e) Bidder must quote the financial bid as specified in BOQ.
FINANCIAL EVALUATION. 1.8.1 Only the bidders that have been successful in achieving the required quality threshold will be subjected to a financial evaluation. All other bidders will be excluded from the financial and any further evaluation and/or consideration. 1.8.2 Bidders will be required to complete a pricing proposal for the delivery of each of the three Lots for three (with an option to extend for a further 12 months ) and four year contracts that they are competing for. The three Lots are Lot 1 – E-Channel, Lot 2 – Telephone Channel and Lot 3 – Face-to-Face. Each Lot will be evaluated separately. 1.8.3 The DWP will look to award a contract to the MEAT (Most Economically Advantageous Tender), this in effect means the DWP will select a contract term appropriate to the tenders with the lowest unit cost for pay band 4. 1.8.4 As previously stated, the desired DWP requirement is for services delivering LoA 2, therefore the payment model described in the table below places the greatest value in LoA2. 1.8.5 To evaluate the bid, Finance will assess the Pay Band 4 Unit Cost only The Median Unit Cost will be calculated and those bidders with a unit cost less than the Median Unit Cost + 20%, and have passed the qualitative and technical aspects of the evaluation, will be selected and awarded a contract. 1.8.6 The DWP reserves the right to award contracts to bidders whose average unit price exceeds the median plus 20% cap. 1.8.7 The evaluation methodology will be as follows:  There will be four pay bands, 1 – 4. Each of the four pay bands will reflect a level of assurance that the customer can achieve (the table below clearly identifies the pay banding and appropriate level of assurance).  IDPs are required to identify the Unit Cost price for Pay Band 4 only. The remaining three pay bands will then be assigned a weighting according to their level of importance to the Department (apart from Lot 3 where DWP will not be paying for less than LoA 2). The Pricing Proposal will automatically calculate the Unit Costs for the remaining pay bands based upon the predetermined weightings as identified below. The weightings are purely for payment purposes only and do not form part of the evaluation process.

The JMCH, Jorhat does not bind himself to accept the lowest bid or any bid and reserves the rightof accepting the whole or any part of the bid or portion of the job offered; and the bidder shall provide the same at the rates quoted. The JMCH, Jorhat reserves the right to reject any or all offers received in response to tender or cancel or withdraw the tender notice without assigning any reason, whatsoever.
FINANCIAL EVALUATION. The firm with the lowest financial cost after surpassing the minimum technical score shall be recommended for award.

FINANCIAL EVALUATION. Upon completion of the technical evaluation the evaluation committee shall conduct a financial evaluation and comparison to determine the evaluated price of each tender. The evaluated price for each bid shall be determined by: - taking the bid price in the tender form; taking into account any minor deviation from the requirements accepted by JKUAT; where applicable, converting all tenders to the same currency, using the Central Bank of Kenya exchange rate prevailing at the tender opening date; Any errors in the submitted tender arising from a miscalculation of total price, quantity, sub- total and total bid price shall be considered as a minor deviation of the tender and the unit price shall prevail.
