Technical Rescue Team (TRT. This section(17.15) is held in abeyance while the Fire Chief studies the needs for the team and the proper name for the team. The program will be updated and re-vamped. We will meet on or near April 1, 2019 to discuss the possibility of a MOU to address the changes.

Technical Rescue Team (TRT. Definition: The City recognizes that a specialized team, as defined below, is essential to meet the changing needs of the community. Therefore, the Technical Rescue Team hereinafter referred to as the “TRT,” will consist of qualified members for the purpose of responding to Vehicle Machinery Rescue, High Angle Rescue, Confined Space Rescue, and other defined specialty functions as needed and which the department is adequately equipped to provide and perform. TRT Personnel: The TRT will consist of thirty-six (36) personnel. All TRT personnel will be trained to a technician level. All TRT members who have acquired and maintained Vehicle Machinery Rescue Technician, High Angle Rescue Technician and Confirmed Space Rescue Technician certification and are approved by the Fire Chief, or his designee, to serve in the capacity of a TRT member with the department will receive an annual incentive of two thousand dollars ($2,000.00) for all three technician level certifications achieved and maintained; the incentive will be paid biweekly separate from the base rate of pay, but will be considered for the purpose of determining the applicable overtime rate. This annual incentive shall commence the fiscal year beginning October 1, 2019. In the event a TRT member does not maintain one or more of the certifications, payment of the annual incentive will cease. Training/Expenses: It will be the responsibility of the TRT members maintain all training, certifications and re-certifications related to TRT operations. Subject to available funding, the City agrees to pay tuition to obtain the three disciplines necessary for TRT employees as well as to maintain and renew their TRT related certifications. The City, at its discretion, may choose to arrange for in-house training or instead require off-site training. Any off-duty time required to obtain or renew TRT related certifications that is not approved by the Department shall not be deemed compensable.

The TAC may be composed of qualified professionals spanning the following types of disciplines: • Researchers knowledgeable about the project subject matter; • Members of trades that will apply the results of the project (e.g., designers, engineers, architects, contractors, and trade representatives); • Public interest market transformation implementers; • Product developers relevant to the project; • U.S. Department of Energy research managers, or experts from other federal or state agencies relevant to the project; • Public interest environmental groups; • Utility representatives; • Air district staff; and • Members of relevant technical society committees. The Recipient shall: • Prepare a List of Potential TAC Members that includes the names, companies, physical and electronic addresses, and phone numbers of potential members. The list will be discussed at the Kick-off meeting, and a schedule for recruiting members and holding the first TAC meeting will be developed. • Recruit TAC members. Ensure that each individual understands member obligations and the TAC meeting schedule developed in subtask 1.11. • Prepare a List of TAC Members once all TAC members have committed to serving on the TAC. • Submit Documentation of TAC Member Commitment (such as Letters of Acceptance) from each TAC member.
