Technical Rescue Team. Employees assigned to serve as members of the Technical Rescue Team (TRT) and have completed the applicable training to the satisfaction of the Team Leader, or who have been assigned to, and participating, with the team for a period of four (4) months shall be compensated at the rate of three percent (3%) of their base pay. The City shall maintain an on duty minimum staffing level that meets the requirements of OR-OSHA for a confined space entry. Scheduling of time off by TRT members shall be consistent with Article 14.3.
Technical Rescue Team. The City will form a Technical Rescue Team with the following requirements and compensation. 1. Hazardous Materials 2. Confined Space Rescue 3. Swift Water Rescue 4. High and Low Angle Rescue The Technical Rescue Team will be chosen initially from the members of the Department and assigned according to the following criteria: 1. There will be seven (7) members on each shift. Initially three (3) of the members will be paramedics if seniority allows. 2. The members will be chosen by seniority on each shift. 3. The goal of the Department is to have four of the team members assigned at the central station. This may be accomplished by voluntary moves by the members only. 4. The team member will be compensated at five hundred dollars per year which will be paid bi-weekly. 5. Each shift will have a team leader. 6. The team leader will be appointed by the Team Coordinator with input from each team. The Technical Rescue Team will require a commitment from each member in order to provide the expertise and service to the community. Each member will have to provide and commit to the following criteria: 1. The member must be committed to five (5) years of service to the Team unless extenuating circumstances prevent it. 2. Once the team members have been selected, they will receive in house training which will place them at an operational level of compliance. 3. The member must attend all required training to obtain the required certifications, necessary to be proficient in the four (4) areas of expertise. 4. The member must train all non-team members of his or her shift to the Hazardous Material Operations Level and awareness level or equivalent for all other service areas. 5. Each shift Technical Rescue Team will meet on shift to review and train as a unit. Each member will be required to attend four (4) of the six (6) training sessions. 6. All training will be compensated at Level A compensation according to the Education and Outside Training Memorandum. 7. The department will attempt to train as many members as possible each year, until all members have been trained to each expertise. The members will be sent to training, on rotating bases, allowing all individuals an equal opportunity. 8. If an employee terminates his involvement with the team within three years, he/she will be responsible for the liquidated damages of the amount equal to the books and tuition. Technical Rescue Team. The Technical Rescue Team shall consist of up to six (6) employees. The position shall not be considered a promotion, but will be offered to employees on a voluntary basis in order of seniority. Consideration will also be given to employees already possessing training. Increasing the number of members on the team above the six (6) person threshold shall be at the discretion of the Department’s administration. Once an employee successfully completes the training and is assigned to the team, the employee must commit to three (3) years. A stipend of one point five percent (1.5%) of an employee’s base pay will be paid to each member in the last pay of November each year. The stipend begins after assignment to the Team upon completion of the required certifications. Stipend payments are prorated to the November pay date. Members of the Technical Rescue Team are required to be certified in the following: Confined Space Operation, Rope Rescue Operations, Building Collapse Operations, and Trench Rescue Operations. Members of the Technical Rescue Team shall pursue membership on the Macomb County technical rescue team and shall remain an active member for their three (3) year commitment. To receive the Team stipend, each member will be required to participate in fifty percent (50%) of the scheduled yearly trainings. A member of the Team shall be assigned as the Team Leader. Responsibilities for the position will be outlined in a departmental SOP. Team Leader will receive an additional one-half percent (.5%) of base pay.
Technical Rescue Team. Members will only receive this assignment pay when they are on-duty and assigned to the technical rescue team dedicated units. Members not assigned to the Technical Rescue Team but are taking part in Technical Rescue Team training shall not be eligible for this assignment pay. A. In order to be eligible to receive Technical Rescue Team assignment pay, the employee must possess the following certifications or such certifications as required by the Fire Chief: Rope Rescue Technician, Trench Rescue Technician, Confined Space Technician, and Vehicle Machinery Operations. B. If there are not enough qualified TRT members on duty on a given day, the Operations Division Chief shall assign an on-duty member to fulfill the vacancy. If the member does not hold all TRT certifications they will not be eligible for the special operations assignment pay as outlined in Section 6.2 A.
Technical Rescue Team. All Washtenaw County Technical Rescue Team members employed by the City shall be required to follow the Washtenaw County Technical Rescue Team’s attendance requirements. Team members that are on duty at the City shall be released from their regular assignments to attend Washtenaw County Technical Rescue Team activities and incidents. Members that are off-duty shall be compensated according to the collective bargaining agreement for time spent responding to incidents and technical rescue training (awareness, operation and technician levels) as well as any other training or activities approved by County Technical Rescue Team Leaders. The number of Xxx Arbor Fire Department members on the County Technical Rescue Team shall not exceed 23 without permission from the Fire Chief.

A stipend of 1.5% of base pay will be paid to each participant in November of each year, pro-rated based on actual days spent as a team member from November 1 to October 31 in the previous year (stipend year). B. The employer will prorate this stipend for the employees at the time of retirement or separation. The City shall determine the number of Fire Fighters to be trained as Rescue Specialists. C It is recognized that there is a significant difference in the required training between Tech Rescue and Hazmat. Therefore, a Tech Rescue Team Member can begin to earn a 50% stipend once the member has successfully completed and received certification for the following: Confined Space Operations (24 Hours), Rope Rescue Operations (40 Hours), Trench Rescue Operations (24 hours). Full Stipend will begin upon completion and certification of either Trench Rescue Technician (40 Hours) or Building Collapse Operations (40 Hours).

Effective July 1, 2021, the premium shall increase to nine percent (9%). Technical Rescue Team. The Technical Rescue Team (TRT) shall consist of twenty (20) employees plus the Suppression Captains. The twenty (20) employees may be made up from top step Firefighters, Driver/Engineers, Lieutenants and Paramedics who have completed thirty-six (36) months of service with the Shoreline Fire Department. The Technical Rescue Team employees must maintain all five disciplines: RS1, RS2, Rope, Confined Space, and Trench Rescue Technical Certifications. Employees shall be compensated at 2% of top step Firefighter base wage. TRT employees who acquire an instructor certification for rope, confined space and trench rescue shall be compensated an additional 1% of top step firefighter base wage. No more than eight (8) TRT employees shall be authorized to receive this benefit. When an opportunity exists for team employees to receive this benefit, it shall be filled in the same manner as team employee appointments. When vacancies occur, they shall be filled by employees who meet the requirements set forth in OPS 225, Technician Level Qualifications – Technical Rescue Team. The Suppression Captains will review the application(s) with oversight by a Local 1760 Labor representative and successful applicants will then move on to a scored skills assessment score. Appointment to the team will be based on their skill assessment.
Technical Rescue Team. Employees who are appointed to the Technical Rescue Team will receive an annual stipend of $1,000 (prorated to approximately $38.46 per biweekly pay period). The specialty pay stipends listed in this Section are not considered creditable compensation for purposes of calculating retirement benefits.
