Transfer to Per Diem Classification. Employees who have special extraordinary circumstances including extraordinary health and family care issues, may be moved to per diem classification without a position being posted. Such request to move shall not be denied arbitrarily or capriciously and the Union shall be notified of any transfer to per diem classification without the position being posted.
