Union Activity During Working Hours. The Employer and the Union recognize that Union representatives and stewards play an important role in effectuating the terms of this Agreement; however, both parties acknowledge that the duties undertaken as a Union representative or xxxxxxx are in addition to their job assignments. The Union shall notify the Department of Budget and Management in writing of the names of designated stewards and Union representatives prior to them assuming any duties. Union Activity During Working Hours. a. The Employer Union agrees that working hours shall be considered productive hours and that there shall be no Union work or Union activity on Agency time or on the Union recognize that Union representatives and stewards play an important role in effectuating Agency's regular premises, other than specifically permitted by the express terms of this Agreement; however.
b. Union officers and representatives may communicate with Agency representatives concerning negotiation matters and contract administration matters during normal working hours.
c. A duly authorized representative of the Union may be admitted to Agency premises for the purpose of assisting in the adjustment of grievances. Such visits shall not interfere with, both parties acknowledge hamper or obstruct normal Agency operations. Whenever practicable, Union representatives shall first report their presence to the supervisor in charge of the work area that the duties undertaken as a is being visited.
d. The Union representative or xxxxxxx are may hold meetings in addition to their job assignmentsAgency's meeting facilities during lunch time and before and after regularly scheduled work hours unless facility is previously scheduled. The Union shall notify the Department of Budget be responsible to ensure that facilities are properly secured and Management in writing of the names of designated stewards clean after such meetings.
e. With prior supervisory approval, on a quarterly basis, Union members may flex their schedule to attend a Union lunch time meeting.
f. Union officers and Union duly authorized representatives may meet on Agency time thirty (30) minutes prior to them assuming any duties. Consistent and thirty (30) minutes following negotiations with the operational needs Agency for the purpose of the Employer, the Employer shall grant resolving negotiations or grievances. No overtime or compensation time off with pay for designated stewards and Union representatives, including reasonable travel time when necessary, to attend:
1) grievance meetings;
2) Investigatory or “mitigation meetings”;
3) Labor Management Committee meetings;
4) negotiating sessions regarding supplementation or amendment of this Agreement during its term;
5) committee meetings and activities if such meetings or activities have been jointly established by the parties; or

Time off with pay will not be unreasonably withheldinvestigating, but shall not exceed 16 hours in filing, and subsequently processing a pay periodgrievance or a potential grievance, during normal working hours. The Union will normally provide xxxxxxx shall be responsible to arrange for the Employer necessary time with the names of its stewards who need release time within 48 hours of the scheduling of the meeting.
