Union-Management Committee on State Payroll System. The parties agree to establish a Union-Management Committee to advise the State Controller on planned and anticipated changes to the State's payroll system. Topics to be explored include, but are not limited to, design of and transition to a biweekly pay system, hourly rates of pay, features of the pay plan and impact on agencies. The Committee shall be comprised of an equal number of management representatives and CAPT representatives. In addition, the Department of Personnel Administration shall designate a chairperson of the committee. The CAPT may have one representative who shall serve without loss of compensation. All other expenses shall be the responsibility of each party participating on this committee.
