Unmet Needs. The negative trends in social cohesion, growing levels of debt and challenges in securing legal stay in some countries is leading to immense protection needs amongst refugees in Northern Iraq, Lebanon and Jordan. Many refugees have resorted to negative coping mechanisms including working without valid work permits often leading to exploitative working conditions, early marriage of daughters, and child labour. One example is an increase in early child marriage, where 41% of Syrian refugees in Lebanon aged 20-24 were married before turning 18, compared to only 32% for the age group 20-49. Despite their signatory status of the Convention on the Rights of the Child, child labour is seen in all three countries, and is highlighted as a particular concern in the 3RP 2018-2019. Vulnerability has a distinct gender aspect, and female-headed households fare worse than their male counterparts on nearly all indicators. Sexual and gender based violence (SGBV) is rampant, and women and girls bear the brunt1, but men and boys are also affected. Furthermore, the increasing protracted nature of the crisis negatively impacts on SGBV, as it entails an intensification of instances. This challenges programming, as it necessitates a strong focus on meeting the deepening and complex vulnerabilities.
