Utility Block Executive Summary. PURPOSE  The CMA UB creates a platform for broad exchange of customs information among countries which intend to collaborate and to inform each other about the progress of the customs treatment of shipments as well as to secure and facilitate the exchange of goods among them.  To specify the process that regulates the exchange of export information and possibly control information between Countries, that subscribe to an international agreement to share such information using this CMA UB;  To enable each of the Countries at “Transhipment/Transit” and/or at „Import/Entry” to effectively expedite a movement of goods into its Customs territory and to initiate risk analysis on the basis of information provided by their „Export/Exit” Country;  To provide future Countries negotiating an international agreement to share export and possibly control information with a template (this UB) for completing the technical annex of their CMA UB. ADVANTAGE TO GOVERNMENT  Expedited goods movement processing and better resource planning as a result of access to pre-arrival information provided by the „Export/Exit” Country leading to reduced fraud and as a result of a better risk analysis to better enforcement of security procedures;  Better visibility on the overall supply chain, i.e. from point of export to the point of entry for the same goods movement (i.e. export information can be matched with transhipment/transit and/or import information with the possibility to follow up with arrival and control results information);  Reduced costs from quick implementation of international agreements, possibly longer life-cycle of the IT solution, use of harmonised data and streamlined processes and shorter negotiations using this UB. ADVANTAGES TO BUSINESS / STAKEHOLDERS  Cost reduction due to better risk analysis by the Customs administrations, lower risk score for licit shipments (based on better quality data) and simplification, while enhancing overall security;  Transparency and predictability of the processes by all countries of the international agreement provided by harmonization of data and processes. LEGAL FRAMEWORK AND COMPLIANCE  Legal Framework - All Bi/Multilateral Agreements between Countries.  Compliance:  The Countries must ensure that the information exchanges are in line with the data protection legislations of each Country, that the data remains secured in their respective systems and in synch across the IT systems of all parties.  The availability of t...
