Vacancies may be filled by any appropriate method including, but not limited to, special placement programs, new appointment, reassignment, transfer, reinstatement, and promotion. The Employer shall not use short details for the sole purpose of denying an employee the opportunity to be promoted temporarily. B. Vacancy announcements shall be posted to the USAJOBS website when filling vacancies through the competitive procedures described in this Article. Vacancy Announcements. When the Employer determines that a permanent position is vacant, the position will be posted on the bulletin boards City-wide on the nearest business day before or after public notification. The announcement will contain the vacant position title, location, assigned hours and days of work, salary and the dates for applying.
