Vacancy Defined. A. The following shall be considered a vacancy:  A newly created position; or   A position vacated by retirement, resignation, termination, or transfer; or   A position vacated by an employee on an authorized unpaid leave of absence for which the anticipated date of return is greater than 2 month(s) from the beginning of the leave. This time may be extended by mutual agreement of the Association and Administration.
