Workforce Professional Staffing Requirements. 1. SUBRECIPIENT staff shall be client-oriented professionals who are knowledgeable about providing workforce development services to difficult to serve populations. Staff shall be able to build one-on-one working relationships with clients to aid in eliminating challenges that are hindrances to obtaining and retaining employment.
