The Agency shall have the powers common to the Members to this Agreement that are necessary or convenient to the implementation and ongoing operation of the Core Programs and Additional Programs, as well as other powers accorded to it by law, subject to the restrictions set forth herein.
The Additional Programs are further described in Section 5 of this Agreement.
For each Area projected for allocation, the Economic Financial Capacity is reduced depending on the points corresponding to the exploratory commitment of the activities of the Minimum and Additional Programs of the first year of execution, for which, in the process of evaluation and qualification of bids, the ANH will divide the score of the Exploratory Programs in the number of years that make up the First Phase (Phase 1).
The cost of development and/or implementation of any Additional Programs pursuant to this Section 5 shall be included in the Agency Budget.
